DUTY FREE.

Anchors and Chains, and Rod, Bolt, Bar, Sheet, Hoop and Pig Iron, and Nails, Sailcloth, Cordage, Twine, Cotton Yarn, Bags, Sacks and Woolpacks, Spirits of Tar and Turpentine, Tobacco for sheep-wash, Nuts of all kinds, Powder fit only for blasting purposes, and all unenumerated Goods, Wares, and Merchandise.


REGISTRATION OF MARRIAGES, BIRTHS, AND DEATHS.

In the case of persons dying intestate, that is, without making a will, the person next of kin can apply for letters of administration; but if there are no next of kin, or if the next of kin do not apply, the estate is administered by the Official Administrator, and the property is sold by auction--then, after all debts and demands against the estate are satisfied, the residue of the money, if any, is paid into the Colonial Treasury, to be paid out afterwards by an order of a Judge of the supreme Court, on his receiving proof of claim.

MARRIAGES.

Persons about to marry must obtain the Registrar's certificate; for, without this certificate, not only can no minister perform the ceremony of marriage under a penalty, but the marriage of persons knowingly and wilfully marrying without a Registrar's certificate is declared by the Marriage Act to be null and void. The persons applying for this certificate must lodge a notice with the Registrar, containing their names, age, &c., and a fee of 2s. 6d.; and at the expiration of fourteen days, on payment of an additional 5s., the certificate is granted; but the certificate can be granted, and the marriage may be performed, without any delay, on the payment of a fee of 22s. 6d. In the case of persons under twenty-one years of age, the consent of parents or guardians must be duly given. Persons married by the Registrar pay an additional fee of £3.

BIRTHS.

Births may be registered without fee any time within sixty-two days from the date of the birth; and after the expiration of the sixty-two days, but within six months, births may still be registered on payment of a fee of 10s. 6d. The name of the child may be registered without fee at the time of registering its birth, or the name may be registered at any time within twelvemonths after the child's birth, on payment of 2s. 6d. Parents neglecting to register the births of their children are liable to a penalty of £10 for each offence.

DEATHS.

In each case of the death of any person, the occupier of the house, or some person present at the death, or in attendance during the last illness, or the undertaker having charge of the funeral, or some person acting on behalf of the occupier of the house or place in which the death shall have occurred, shall inform the Registrar of the particulars required to be registered, and obtain from him without fee a certificate to be delivered to the officiating minister, who shall be required to perform the funeral service. Any minister or other person burying a corpse without such certificate is liable to a penalty of £10, unless notice of such burial be given to the Registrar within two months from the date of such burial.

Newspapers must be posted in single numbers. Packages of more than one number shall be treated as Book Packets.

REGULATIONS.

All Letters, Packets, and Newspapers, if liable to postage in New Zealand, must be prepaid.

Letters, Newspapers, and Packets will be re-directed from one Post-office to another on the written instructions of the person addressed, but on re-direction are chargeable with anew and distinct rate of postage to be paid on delivery.

Any person sending, as exempt from postage, Letters not liable to exemption, or enclosing a communication in the nature of a Letter in any Newspaper or Book Packet, is liable to a penalty of £20.

No Packet will be received, nor will any Postmaster be required to receive any Letter if it exceed two feet in length, one foot in width or depth, or three pounds in weight.

Every Book Packet shall be sent open at the ends or sides, and no enclosure, sealed or otherwise, closed against inspection sent in or with such Packet, nor anything printed or written in the nature of a letter, with the above limitations.

A Book Packet may contain any number of separate books, maps, prints, photographs, and any quantity of paper, vellum, parchment, either printed, written on, or plain, exclusive of anything in the nature of a letter whether sealed or opened, with the binding, covering, or mounting attached or belonging to such book, print, map, or photograph, and all things legitimately appertaining to or necessary for the transmission of any enclosed literary or artistic matter, but exclusive of glass in any form. The name and address of the sender may appear on the cover.

MONEY ORDERS.

Money Orders may be obtained at Wellington, Auckland, Onehunga, Otahuhu, Whangarei, Russell, Raglan, Mangonui, Port Waikato, New Plymouth, Napier, Wanganui, Nelson, Collingwood, Picton, Blenheim, Christchurch, Lyttelton, Kaiapoi Timaru, Grey Mouth, Hokitika, Akaroa, Ashburton, Dunedin, Waikouaiti, Clyde, Oamaru, Arrow River, Waitahuna, Tuapeka, Queenstown, Tokomairiro, Port Chalmers, Balclutha, Invercargill, Riverton, Campbelltown.

And in the following:--New South Wales, Queensland, Victoria, South Australia, Western Australia.

The Charge on Money Orders is:-.

For late letters an additional fee of one shilling over and above the ordinary Postage rate shall be paid in Postage Stamps affixed to the letter.


TELEGRAPHIC MESSAGES.

NEW ZEALAND GENERAL GOVERNMENT RULES, &c.

RULES AND REGULATIONS UNDER WHICH TELEGRAMS MAY BE TRANSMITTED ON THE LINES OF TELEGRAPH BELONGING TO THE GENERAL GOVERNMENT OF NEW ZEALAND.

1ST, FORM OF TELEGRAM. ---All ordinary telegrams must be written in ink, on the printed forms supplied by the department for the purpose, and all telegrams must be signed by the sender. Telegraph officers are at liberty to refuse the transmission of any telegram that does not strictly comply with these regulations.

2ND, CHARGES OF TELEGRAMS. ---Telegrams will be charged at the Tariff rates, published from time to time by authority of the Postmoster-General. All ordinary telegrams must be pre-paid. When the sender of a telegram desires it, he may pre-pay the reply to his telegram, and the messenger will wait not longer than five minutes for such pre-paid reply. Should

the sender of a telegram desire to have his telegram repeated back to insure accuracy, such repetition will be made at half the charge of the original telegram.

3RD, TRANSMISSION OF TELEGRAMS. ---Ordinary telegrams will be transmitted in the order in which they are received from the public. Special telegrams on the public service, and those admitted as urgent, being telegrams forwarded on pressing emergencies, such as accident and cases of illness, take precedence of ordinary telegrams.

4TH, TELEGRAMS IN CIPHER. ---Telegrams may be transmitted in cipher, which will be counted according to the following scale:--Separate ciphers count as one word. Groups of five ciphers, or proportional parts of five ciphers, count as one word. Groups exceeding five ciphers are counted at the rate of five ciphers to the word, any fractional portion remaining to be counted as a word. Note. -- Where ciphers are used, the sender is recommended to pay for the repetition of the telegram, to insure accuracy in the transmission.

5TH, DELIVERY OF TELEGRAMS. ---Telegrams will be delivered free of charge within the towns on which the stations are situated; but where telegrams have to be delivered beyond the boundary of such towns, an additional charge will be made to defray the expenses of porterage or postage, as the case may be.

6TH, RESPONSIBILITY. ---The Government will not be held responsible for errors, omissions, or delays in the transmission of telegrams, nor for the nontransmission of any telegram, nor for delays in the delivery, nor for the nondelivery of any telegram from whatever causes the same may arise.

All telegrams will be held strictly confidential.

Scale of Distances and number of Words on which the Tariff of Charges is based for the transmission of Telegrams on the General Government Lines of Electric Telegraph:-.

Extra copies, 1s. for every 100 words or fractional part thereof.

Office hours, 9 a. m. to 5 p. m.

There is a short Line, belonging to the Otago Provincial Government, from Dunedin to Port Chalmers, charge for message of ten words, 1s. 6d., for every additional word 1d. Also a Line from Dunedin to the up-country Diggings belonging to the same Government.

In Canterbury, belonging to the Provincial Government, is a Line from Christchurch also to the West Coast.

LIGHTHOUSE DUES

FIXED BY THE MARINE BOARD OF NEW ZEALAND, AND PUBLISHED DEC. 31, 1864.

Vessels (not steam vessels) from Great Britain, or any port beyond the Australasian colonies --per register ton--Wellington, Nelson, Bluff Harbour, Dunedin, Lyttelton, Auckland........6d.

Vessels from beyond the colony of New Zealand arriving at the ports of Oamaru, Moeraki, Waikouaiti, or Molyneux, and not having paid light dues at any port previously, will be charged at the same rate as at Dunedin.

All steam vessels and vessels from the Australasian colonies --per register ton--Wellington, Nelson, Bluff Harbour, Dunedin, Lyttelton, Auckland........4d.

Vessels from beyond the colony of New Zealand arriving at the ports of Akaroa or Timaru, and not having paid light dues at any port previously, will be charged at the same rate as at Lyttelton.

Vessels from Great Britain, or ports beyond the Australasian colonies--per register ton--Picton, Wanganui, Russel, Bay of Islands.........3d.

Vessels plying on that part of the Gulf of Hauraki to the southward of Rangitoto and Waiheki Islands, will be exempt from light dues.

All vessels from the Australian colonies -- per register ton --Picton, Wanganui, Russel, Bay of Islands .........2d.

Every steamer or sailing vessel employed in the coasting trade --per register ton--Wellington, Nelson, Bluff Harbour, Dunedin, Lyttelton, Auckland.........1d; Picton, Wanganui, Russell, Bay of Islands.......1/2d

To be levied on vessels making use of or passing Tiri Tiri, or other lights on the coast of this colony.

The whole of the above dues to be levied on entering inwards only.
